
The October 2024 BTO launch will introduce 15 projects under HDB’s new location-based classification system: one Prime, seven Plus, and seven Standard projects. This marks the first BTO exercise under this system, which replaces the previous mature/non-mature town model. Prime and Plus flats, located in areas with superior transport and amenities, come with stricter resale conditions, including a 10-year Minimum Occupation Period (MOP) and subsidy clawbacks. Standard flats, with fewer resale restrictions, will retain a 5-year MOP, ensuring affordability while balancing market fairness.
Prime flats, like Crawford Heights in Kallang/Whampoa, offer exceptional locations near the city and amenities such as MRT stations and parks. Plus projects, like Kallang View and Towner Breeze, offer strong transport connectivity and central proximity, but with fewer restrictions than Prime flats. These changes reflect HDB’s commitment to keeping homes affordable while addressing fairness concerns and avoiding a “lottery effect” for well-located flats.
The October launch includes 8,573 units, the largest offering in 2024, accounting for over 40% of the year’s total new supply. HDB aims to balance the affordability of public housing with long-term sustainability through these new classifications.
